POSITION SUMMARY:
Primary purpose of the Project and Administrative Support Specialist (PASS) position is to provide project and administrative support functions for the daily operations of the Tribal Historic Preservation Office and Cultural Resources Department (THPO/CRD). The PASS provides preliminary project evaluations, project assignments, project billing and collection functions, as well as staff and contractor communications for the Tribal Historic Preservation Office and the Cultural Resources Department.  The PASS also performs research and provides additional culturally related services as needed.
The PASS provides a preliminary cultural review of project document packages to determine the appropriate action for the departmental staff and contractors to perform their duties relative to the Tribal Historic Preservation Ordinance, the National Parks Service Agreement, Section 106 of the National Historic Preservation Act, the Native Graves Protection and Repatriation Act, Executive Order 13175 and all other responsibilities under any other applicable federal laws, ordinances, regulations and Executive Orders.  The PASS also assists the THPO in the processing of requests for Sr Tribal Cultural Resource Monitors, Traditional Cultural Practitioner Specialists and Traditional Cultural Knowledge Experts and Educators to fulfill internal departmental requests and or external
requests for speakers or lecturers, including but not limited to: project proponents, schools, historical societies and or other institutions of learning.  
In addition, the PASS performs research assignments to provide technical and educational support to the Offices’ staff and contractors. When requested, the PASS may also be called upon to provide cultural materials for educational purposes to assist internal Tribal programs or external lectures and educational forums. If capable, the PASS may also be called upon to provide the actual services of lecturing for both internal and external educational forums as well as representing the THPO/CRD on Boards or Commissions.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Receives, date stamps and reviews all incoming mail.
Sorts mail and separates it into specific categories for processing.
Logs all incoming mail for appropriate tracking and inputs review requests into the assignment log.
Maintains complete files of all inter-governmental agreements, MOUs and MOAs.
Designs and implements the day-to-day billing functions of the department: billings, mailings and collections.
Ensures that payments for all services are appropriately allocated and logged to the proper projects and billing accounts.
Oversees the billing and collections processes for all external engagement accounts, internal contractors and or interdepartmental billings and collections.
Implements written policies and procedures that governs billing and collection functions.
Balances all accounts receivables and reconciles statements as needed.
Prepares financial reports as directed.
Performs collection activities as needed to ensure full collection of accounts receivables.
Receives and coordinates with the department contractors to ensure the accuracy of their billing and payment of contractors.
Coordinates with the Finance department as necessary.
Researches Algonquian/Eastern Woodlands Indians’ and Wampanoag Traditional and Cultural practices.
Documents all assigned research projects and uploads them to the network drive.
Provides research documentation to the THPO and CRD, staff and or Contractors for background or educational purposes.
When requested, performs lectures or facilitates educational forums on Algonquian/Eastern Woodlands and Wampanoag history, traditions and cultural practices.
All other duties as assigned.
