JOB SUMMARY:  Rangers for the Wampanoag Tribe of Gay Head (Aquinnah) serves as a uniformed law enforcement and emergency medical representative for the Tribe and Natural Resources Department. Rangers assist with natural resources management programs; perform inspection of facilities and equipment, recreational areas and interpretive displays. Rangers educate the Membership and visitors of the need to practice conservation, preservation, public safety and good judgment on Tribal trust and fee lands. Rangers may serve in cooperative partnerships with additional departments and agencies as directed to meet Tribal program and departmental goals.   

Supervised by Natural Resources Director or Indirect Services Administrator. Supervisory duties shall be executed as Team Leaders in special circumstances as directed by the Natural Resources Director/ Indirect Services Administrator. Such circumstances may include: Department or Tribal interns, project lead for environmental restoration efforts; Point of Contact for department grants and emergency planning/shelter operations, contractor work and in community outreach and volunteer-based projects.

SALARY:  $49,500-$79,800

PRINCIPAL DUTIES:

Public Safety and Public Interactions

·         Coordinate efforts with local municipalities Police, Fire, and Emergency Medical Technicians; U.S. Coast Guard, and Search and Rescue organizations and Marine Mammal Stranding organizations. Requires familiarity of applicable regulations; Tribal, federal, Bureau of Indian Affairs, department policies and procedures, state and local laws.

·         Provide conservation and law enforcement services to the Tribe: patrol Tribal lands, prevent and investigate all violations of Tribal/applicable state and federal laws on Tribal lands. Provide for the health and safety of Tribal members and the general public by providing protective services, abuse prevention, and security.

·         Will be responsible for the program administration of the federal Sex Offender Registration and Notification Act (SORNA).
·         Serve as a member of the Tribe’s Emergency Management Team.

·         Provides conservation services related to; wildlife management, fisheries, aquaculture and forest fire management. Attends training in any/all of these areas.

·         Assists with implementation of public safety programs, cultural and environmental education, and other programs designed to enhance the knowledge and understanding of Tribal members and the general public, consistent with community policing.

·         Implement visitor management, resource protection and enhancement plan(s), communicates information to visitors and guests on matters including points of interest and natural history of the Wampanoag Tribe of Gay Head (Aquinnah) and the Island of Martha's Vineyard. Able to discuss the low impact recreational skills needed to conserve the Island's natural resources. Coordinate with pertinent Tribal and community groups to review changes that may be necessary to improve service delivery as directed.

Cooperative/Inter-Departmental

·         Provide assistance to other departments within the administration with heavy manual labor activities and provide access to equipment and material resources to assist with Tribal program goals and objectives.

·         Attend training’s and programmatic workshops necessary to proceed with inter-departmental programs. Such programs may include youth, cultural and historic, and public education and enrichment.

·         Assist with annual public outreach activities, such as: Earth Day activities, hunter safety classes, powwow.

·         Performs all other duties as assigned.

Program Development and Administration

·         Work with Program Director to develop procedures and strategies to address natural resource conservation, visitor management and public safety concerns on Tribal lands.

·         Assists with planning meetings and completes necessary reports: Toad Rock Times, General Membership, Tribal Council and/or Land Use Committee, and grant project summaries.

MINIMUM POSITION QUALIFICATIONS:

·         High school diploma or equivalent required.

·         Basic computer skills - application of Word or Excel.

·         Must be able and willing to complete the 657 hour Basic Indian Police Academy or the 372.5 hour Basic Massachusetts Reserve/Intermittent Police Academy training within one (1) year of employment and plan to attend both training’s within three (3) years of employment.       

·         Must be willing and able to learn applicable Tribal, local, state and federal laws and regulations.

·         Must be physically fit, able to lift 50+ pounds.

·         Must pass FBI and CORI background check.

·         Must have a valid driver's license with safe driving record.

·         Must possess or be able to obtain EMT certification and maintain license.

·         Must qualify for and be able to obtain a Class-A firearms license.

·         Must be willing to learn how to operate heavy/specialized equipment.

PREFERRED POSITION QUALIFICATIONS:

·         Bachelor’s Degree in any of the following; environmental sciences, natural resources

·         management, conservation law enforcement, criminal justice, park management or social sciences.

·         Four years’ experience working in a natural resource, law enforcement or related field.

·         Experienced hunter/fisherman, boating skills.
